A campaign to build civic power in California — because democracy doesn't begin and end at the ballot box.

California is the largest democracy in the United States. Forty million people live here — working people, seniors, immigrants, caregivers, young people, people with disabilities. And most of them have no real way to shape the decisions that govern their lives beyond casting a vote every two or four years.

The40Million is a campaign to change that. We are building the infrastructure, the culture, and the expectation that all 40 million Californians are participants in their own democracy — not just occasional voters, but ongoing civic actors.

Restore Remote Testimony

During the pandemic, Californians could testify to state lawmakers remotely. Then it was shut down. We're pushing to bring it back permanently — so anyone can speak to their representatives, not just those who can get to Sacramento.
